How to buy from Brooklyn Enterprise through SICAP/SEAP: plainly, the way a procurement officer actually works. No account, no cart, no jargon walls.
Direct award (achiziție directă)
For values under the legal direct-award threshold, you can order without a published procedure: request an offer from us, then finalise through SICAP’s electronic catalog or by purchase order. This is the fastest route for commodity goods.
Request for offers / published procedures
For larger values, you publish the procedure in SICAP. We respond with the complete documentation (DUAE, qualification documents, technical and financial offer), signed with a qualified certSIGN signature and submitted before the deadline.
What we submit with every offer
DUAE (European Single Procurement Document), registration and VAT documents, the technical offer against your specification (caiet de sarcini) line by line, and the financial offer. If we cannot meet a requirement, we tell you before you waste evaluation time.
Payment and invoicing
Payment by bank transfer (ordin de plată) at the term set in the contract. Invoicing through e-Factura (activation being finalised). No advance payments required for standard commodity orders.
Delivery
We deliver to the address in the contract, with conforming documents: delivery note, certificates of conformity/CE where applicable, and manufacturer documentation on request.
Our CPV coverage
Food & beverages 15800000-6 · Stationery 30192700-8 · Toner cartridges 30125100-2 · Cleaning products 39830000-9 · Workwear/PPE 18100000-0 · Office furniture 39130000-2.
Verify us before you invite us
VAT RO46829415, verifiable in the EU VIES system. Registration J23/6252/2022, verifiable at ONRC. Qualified e-signature certSIGN registered in ANAF SPV. Ask for the supplier file: we send documents without any account.
One contact, a clear answer
Write to procurement@brooklynenterprise.net with the institution, category, and deadline (and the SICAP reference, if published). You get a plain yes/no on the specification, and an indicative offer when the answer is yes.
